Johnstown Housing Authority (JHA) is requesting qualifications from qualified professional developers to partner and help finalize the Housing Element of the West End CN Plan. The developer selected in response to this RFQ will be expected to undertake and deliver items to help complete the Housing Element of the CN Plan and apply for a future CNI grant, Low Income Housing Tax Credit (LIHTC) and/or other funding sources. In 2025, the Johnstown Housing Authority and the Cambria County Planning Commission received a Choice Neighborhoods (CN) Planning Grant from the U.S. Department of Housing and Urban Development (HUD) to create the West End CN Plan.

Attention is called to all respondents that all applicable Equal Employment Opportunity requirements for federally-assisted contracts must be complied with. Notice is hereby given that this is a Section 3 covered project and that the Johnstown area has been defined as a Section 3 area. The Authority promotes the utilization of business concerns, which are located in or owned in substantial part by persons residing in the Section 3 area, and promotes job training and employment opportunities for qualified, lower income, Section 3 area residents.

Interested respondents may obtain Request for Qualifications Documents containing detailed submission requirements from www.jhaonline.org or from the Administrative Office, Johnstown Housing Authority, 501 Chestnut Street, Johnstown, PA 15906. Documents are available at no cost.

Interested respondents are requested to respond by proposal submission (satisfying the requirements of this invitation) on or before 4:00 p.m., prevailing time, Monday, August 17, 2026 to be submitted to the Administrative Office of the Authority located at 501 Chestnut Street, Johnstown, PA 15906. Qualifications being mailed should be addressed to Johnstown Housing Authority, P.O. Box 419, Johnstown, PA 15907. Qualifications should be placed in two (2) sealed envelopes. Both the outer and inner envelope shall be clearly marked, “Qualifications for West End Choice Neighborhood Development Partner for Johnstown Housing Authority.”

The Contracting Officer of Johnstown Housing Authority reserves the right to accept or reject any or all proposals or to waive any informalities in bidding, and to withhold award for a period of (90) days.
